Building Near A Lake: Matt Sandy Explains What Property Owners Should Know

In this episode of the Lake Doctor podcast, Suzie Light and Dr. Nate Bosch sit down with Matt Sandy, Director of the Kosciusko County Planning Department. With nearly three decades of experience in local planning, Matt explains the delicate balance between protecting the county’s more than 100 lakes and allowing responsible development that respects private property rights.

The conversation covers floodplain regulations, shoreline setbacks, comprehensive planning, and the tools planners use—zoning, ordinances, and inter-department collaboration—to guide growth. Matt also discusses the shift from seasonal cottages to year-round living, the role of sewers in density decisions, the value of infill development, and how agriculture and residential growth can coexist. Listeners gain a clear look at how thoughtful planning helps keep Kosciusko County’s lakes healthy while supporting the community that depends on them.

Matt Sandy is no stranger to commitment. He’s worked as both the Kosciusko County assistant director and director for a total of 27 years. He attended Indiana University where he received his degree in public affairs management. Although this isn’t what he entered college expecting to do, he’s always had an interest in public service and wanted a job that gave back to the community. Matt is married to Chasity and the couple has two daughters and one granddaughter. In his free time, he likes to camp.
